Followup Questions on Malathion RED Response -- Hawaii

I am helping to prepare the Agency's responses to comments received on the malathion RED and I would like to ask you a question concerning your request of 12 hour REIs for several crops. For some of these crops, it appears the desired REI is attainable if the application rate were lowered:
-- Collards 1 lb ai/A
-- Swiss Chard 1 lb ai/A
-- Watercress 1 lb ai/A
-- Mustard Greens / Kale 1 lb ai/A
Would growers in Hawaii find these rates acceptable to acheive the 12 hour REI?
